I had the same question when I first started writing for the site back in March. We did receive basic guidelines for how we should handle the Dr. Balis character in our sessions --I can't remember if it's posted on this site or if it was sent to us via e-mail upon our joining TCP.

I'm sure each of the writers has his/her own interpretation of who Dr. Balis is. Between the editting and the writer's perspective of the Doctor, I think his personality remains consistent and interesting.
