[It seems totally extraneous to me. It seems there is a tendency to do things just because they are possible, without much thought to whether they are desirable or not. How many hours have I wasted waiting for "backgrounds" to load? All this site doesn't need is something else to slow it down. If people want to listen to music while they are surfing the net, can't they turn on their radios and get (higher-quality) audio of their choice without waiting for it?]

[No way. If the people putting this site out have a lot of extra time and energy, they could start a music site- maybe a collaborative MIDI jam session. But adding background music to this one is a dumb idea. If audio downloads are under consideration, the natural thing would be spoken-word versions of the sessions themselves, although that would make more sense as a CD-ROM that could be played as an audio CD.]
